The Nigerian Communications Commission (NCC) has announced the commencement of public inquiries on three key draft subsidiary legislations aimed at enhancing transparency, efficiency, and accountability within Nigeria’s telecommunications industry.
This initiative follows the completion of the 2025 Consultation Process on subsidiary legislations and aligns with the Commission’s mandate under the Nigerian Communications Act (NCA) 2003 to promote stakeholder engagement in regulatory decision-making.
Draft Regulations Under Review
The public inquiries will focus on three key draft documents, which have been published on the NCC’s official website for review and stakeholder comments. They include:
- Internet Code of Practice (as amended)
- Regulation on Licensing (as amended)
- Enforcement Process Regulations (as amended)
These regulations are designed to update Nigeria’s telecom regulatory framework, ensuring it remains adaptive to evolving industry dynamics while upholding consumer protection, service quality, and compliance standards.
Public Inquiry Schedule
According to the NCC, the Public Inquiries will be held virtually to encourage participation from a wide range of stakeholders across Nigeria’s communications ecosystem. The sessions are scheduled as follows:
- Internet Code of Practice (as amended): Tuesday, November 11, 2025, at 11:00 a.m.
- Regulation on Licensing (as amended): Wednesday, November 12, 2025, at 11:00 a.m.
- Enforcement Process Regulations (as amended): Wednesday, November 12, 2025, at 11:00 a.m.
Participation links for the sessions will be made available on the NCC’s website on Friday, November 7, 2025.
Submission Guidelines for Stakeholders
Stakeholders and interested members of the public are invited to submit written contributions and participate in the inquiries.
