The Federal Ministry of Humanitarian Affairs and Poverty Reduction has officially adopted the 1Government Cloud Enterprise Content Management System (ECMS), marking a major advancement in Nigeria’s drive toward full digital governance under the Nigeria First Policy.
The system went live at the ministry’s headquarters in the Federal Secretariat, Abuja, supporting the government’s push to eliminate paper-based processes across public institutions.
Adoption Supports Renewed Hope Digitalisation Vision
During the launch, the Minister of Humanitarian Affairs and Poverty Reduction, Dr Bernard Doro, said the migration to 1Gov ECMS aligns with the Renewed Hope Agenda’s goal of modernising public service operations.
“This innovation aligns squarely with the administration’s vision to digitalise government processes, reduce inefficiencies and make public institutions more responsive to citizens’ needs,” he stated.
Civil Service Head Celebrates Transition to Paperless Operations
Head of the Civil Service of the Federation, Dr Didi Esther Walson-Jack, hailed the ministry’s shift as a landmark achievement for public service reform.
“This ministry, with its vital mission of supporting the vulnerable, is now embracing paperless processes, and I say this is a milestone,” she said.
She noted that the 1Gov ECMS supports automated workflows, real-time collaboration, and reduced reliance on paper. Walson-Jack encouraged other MDAs to adopt the system, stressing that 19 ministries already using the platform will no longer accept paper-based communication.
She also commended Galaxy Backbone Limited for providing the infrastructure that powers the digital transformation.
Ensuring Data Sovereignty and Secure Government Operations
The Managing Director/CEO of Galaxy Backbone (GBB), Prof. Ibrahim Adeyanju, reaffirmed the agency’s mandate as the Federal Government’s digital infrastructure provider. He highlighted that Nigeria has made substantial investments in digital tools and the 1Government Cloud ensures optimal utilisation of these assets.
Adeyanju emphasised that the platform preserves data sovereignty, guaranteeing that all sensitive and confidential government information is hosted within Nigeria and governed by local laws. He expressed confidence that the target of achieving a fully paperless civil service by December 31, 2025, is within reach.
Enhanced Workflow, Collaboration and Service Delivery
In a technical briefing, Mr Wumi Oghoetuoma, Programme Director for the GBB 1Government Cloud, welcomed the ministry onto the platform. He said the adoption demonstrates readiness to embrace modern, secure, and efficient digital systems.
He explained that the platform will:
- Improve workflow automation
- Strengthen data security
- Enhance coordinated service delivery
Oghoetuoma added that the ECMS is designed to streamline processes and support the ministry’s mission through improved collaboration and operational efficiency.
