Nigeria’s Labour Ministry Adopts 1Gov Cloud to Meet 2025 Digital Transformation Deadline

The Ministry of Labour and Employment has deployed its 1Gov Enterprise Content Management System (ECMS), marking a major step toward full digital transformation ahead of the Federal Government’s December 31, 2025 deadline.

Nigeria’s drive toward a modern, data-driven public service advanced on Thursday as the Minister of Labour and Employment, Muhammadu Maigari Dingyadi, officially launched the Ministry’s 1Government Enterprise Content Management System (ECMS) in Abuja.

The rollout comes as MDAs work to meet the December 31, 2025 deadline set by the Federal Government for complete digital integration across the public sector.

A Major Milestone in Government Digitalisation

During the launch, Dingyadi described the Ministry’s shift to the 1Gov Cloud as a “significant step toward an automated, efficient, and data-focused public service.”

He explained that the platform features a comprehensive workflow system that removes manual bottlenecks, accelerates approval processes, and enhances productivity across departments.

The ECMS also offers secure document handling, covering creation, storage, retrieval, and long-term archiving, all while complying with national data governance standards.

The Minister emphasised that digital transformation requires not just new tools but a mindset change, urging continuous upskilling of staff to maximise the platform’s benefits.

He also acknowledged the contributions of the Office of the Head of the Civil Service of the Federation, the Permanent Secretary, Directors, the implementation team, and Galaxy Backbone Limited for their support in advancing Nigeria’s digital governance agenda.

Civil Service Head: Digital-Only Submissions Going Forward

Head of the Civil Service of the Federation, Mrs. Didi-Esther Walson-Jack, commended the Ministry for fully onboarding the 1Gov Cloud, stating that it demonstrates its readiness for a more transparent, interoperable, and technology-driven civil service.

She confirmed that the Ministry has met one of the key digital transformation requirements ahead of the 2025 deadline and announced that physical submissions will no longer be accepted, urging stakeholders to use the Ministry’s digital registry platforms.

Walson-Jack also praised Galaxy Backbone for hosting the system within Nigeria, calling it a strategic measure to bolster data sovereignty and cybersecurity.

Galaxy Backbone Vows Continued Support

Representing the Managing Director of Galaxy Backbone Limited, Executive Director for Customer Centricity & Marketing, Hon. Olusegun Olulade, said the 1Gov Cloud provides a secure, unified digital infrastructure for government operations.

He noted that the platform integrates automation, collaboration tools, and secure access systems to enhance efficiency and consistency across ministries.

Olulade reaffirmed that the Labour Ministry is well-positioned to maximise the platform and assured that Galaxy Backbone will continue supporting other MDAs through their digital migration.

Ministry Records Significant Digitisation Gains

Programme Director of the 1Government Cloud, Mr. Wumi Oghoetuoma, presented the system’s framework, differentiating between digitisation, digitalisation, and “sovereign digitalisation”, the strategic control of national data within Nigeria.

He disclosed that:

  • Nine departments have transitioned to digital operations
  • 110 workflows have been automated
  • More than 500 user accounts have been activated
  • The Ministry is projecting a 90% cut in paper-related expenditure

Oghoetuoma added that the Ministry is well on its way to achieving minimal paper usage, aligning with the Federal Government’s broader digital transformation objectives.
