On October 3, 2025, in Douala, the Telecommunications Regulatory Agency (ART) held two high-level working sessions with MTN Cameroon and Orange Cameroon. Chaired by the Director General of ART, Prof. Philémon Zoo Zame, the meetings were aimed at reviewing ongoing investments by telecom operators to improve the quality of service (QoS) and quality of experience (QoE) for users across the country.
The sessions reflect ART’s commitment to ensuring transparency, accountability, and innovation in Cameroon’s telecommunications sector, aligning with national objectives for reliable and inclusive digital infrastructure.
Focus on Frequency Coordination and 4G Deployment Challenges
A key topic of discussion was the coordination of radio frequencies with neighboring countries, notably Chad, Gabon, and Congo. ART highlighted that the use of unplanned frequency bands in Cameroon is complicating the transition to 4G in the 900 MHz band, raising concerns over signal jamming, interference, and cross-border incompatibility.
To address these challenges, the regulator called for enhanced regional cooperation and national consultation before any major technical decision. ART emphasized that a harmonized frequency plan is vital for achieving seamless connectivity, network efficiency, and improved service quality for users across Cameroon.
Monitoring Market Coverage and Active Subscriber Data
Discussions also focused on the accuracy of active subscriber numbers, a critical metric for evaluating market coverage, competition, and service performance. ART underscored the need for consistent data reporting standards among telecom operators to ensure transparency and evidence-based regulation.
This initiative aligns with ART’s broader digital transformation strategy, leveraging data-driven oversight to enhance network reliability and user satisfaction.
