The Federal Government of Nigeria has officially commenced the full-scale rollout of the 1Government Cloud (1Gov) Digitalisation Project, a sovereign digital platform designed to transition Ministries, Departments, and Agencies (MDAs) into paperless governance.
The project is being implemented through Galaxy Backbone Limited (GBB) under the Sovereign Digitalisation Programme. Pioneer MDAs include:

- Ministry of Foreign Affairs

According to the FG, the initiative underscores Nigeria’s commitment to modernising public service delivery, enhancing data sovereignty, and aligning with global best practices in digital governance.
Features of the 1Government Cloud
The 1Gov Cloud platform consolidates all the digital tools required for a modern, secure, and paperless government ecosystem. Key features include:
GovDrive: Secure digital file management with nationwide cloud storage and encryption.
GovECMS: Sovereign enterprise content management system to automate workflows.
GovMail: Government-only secure email communication system.
GovE-Sign: Legally recognised digital signatures for official approvals.
GovConference: Encrypted audio and video conferencing for inter-agency collaboration.
GovOTP: Identity authentication and one-time passwords for critical systems.
GovAsset Management: Centralised registry for government assets.
GovCollaboration Tools: Integrated chat, workflow, and document sharing.
Tackling Inefficiencies in Governance
Programme Director of the 1Government Cloud, Mr. Wumi Oghoetuoma, said the project was created to eliminate inefficiencies in Nigeria’s public service.
“The paperless governance initiative will eliminate bureaucratic bottlenecks by streamlining approvals and inter-agency communication. It will significantly cut costs associated with printing, storage, and distribution of physical files, while enhancing transparency and accountability in public service delivery,” Oghoetuoma stated.
He added that the platform would improve the security of sensitive government documents, accelerate decision-making, and foster accountability across MDAs.
A senior official at the Ministry of Foreign Affairs also emphasized that adopting a sovereign digital platform would strengthen Nigeria’s diplomatic communication systems and enable faster responses to international engagements.
