Ghana and Togo Regulators Begin Border Telecom Coordination Talks

The National Communications Authority (NCA) of Ghana in collaboration with Autorité de Régulation des Communications Électroniques et des Postes (ARCEP) Togo has commenced a three-day Border Coordination Meeting in Accra. The event, hosted at the NCA Tower from 9th to 11th September 2025, is aimed at improving cross-border telecommunications management between Ghana and Togo.

Focus on Spectrum Management and Quality of Service

Delivering his opening remarks, Mr. Suleman Salifu, Deputy Director General (Technical Operations) at the NCA, emphasized the importance of spectrum management in advancing national interests and strengthening regional ties.

He highlighted that:

  • Effective coordination is vital to prevent harmful interference in border areas.
  • Telecom regulators must work together to safeguard service quality for both operators and consumers.
  • Emerging challenges such as signal spillage and uncoordinated frequency use require a review of the existing bilateral agreements.

Mr. Salifu reaffirmed Ghana’s commitment to establishing a robust, transparent, and fair spectrum coordination framework in line with ITU recommendations, ECOWAS guidelines, and ATU standards.

ARCEP Togo’s Commitment to Collaboration

Representing ARCEP Togo, Mr. Awutey Dodji Sylvanus conveyed greetings from the Director General and expressed optimism about the meeting. He noted that discussions on cross-border spectrum coordination had been ongoing, and this meeting provided the opportunity to lay a strong foundation for updating the bilateral coordination agreement.

Key Discussions and Expected Outcomes

During the three-day meeting, delegates will:

  • Engage in technical discussions on cross-border spectrum use.
  • Review field monitoring results to identify interference patterns.
  • Propose revisions to the coordination framework governing telecom services along the Ghana-Togo border.

This initiative underscores the shared vision of Ghana and Togo to strengthen regional digital cooperation, support telecom growth, and deliver reliable mobile connectivity for border populations.
